Effect:
Copycat makes the user repeat the most recent move used in the battle, even if that move was used by the user itself.
If no move has been used yet, the move fails. If the copied move does not target the user, a valid target is chosen at random. The 'last-used move' is updated whenever any Pokémon attempts to use a move.
A move becomes the last-used move if it successfully begins execution, regardless of whether it hits, misses, or its effect succeeds or fails. Certain multi-turn moves are not valid on all turns: the charging turn of a charging move, the recharge turn of a recharging move, and the final turn of Bide are not considered valid and will cause Copycat to fail if used immediately after.
If a move applies another move, the calling move is considered the last-used move on the turn it is selected. However, if the called move itself takes multiple turns to complete (such as Fly, Dig), it may become the last-used move on its later turns.
If a Pokémon attempts a move but is stopped by a status condition or effect (like sleep, flinching, etc.), the last-used move becomes invalid and Copycat will fail if used next.
