Secret Power Move in Pokémon: Secret Power deals damage and has a 30% chance to inflict an effect based on the environment. The effects according to the in game environment are roughly as follows:

Building, road, urban, plain terrain, Sky Battles, and link battles, Electric Terrain – Paralyzes the target.
Sand, dirt, rock, puddles, and Sunset Colosseum – Lowers the target's accuracy by one stage.
Cave, Crystal Colosseum, Burial Ground, Space – Makes the target flinch.
Grass, field, flowers, tall grass, long grass, and Grassy Terrain – Puts the target to sleep.
Water, sea water, underwater, Gateway Colosseum – Lowers the target's Attack by one stage.
Snow, ice – Freezes the target.
Volcano – Burns the target.
Psychic Terrain, underwater, puddles, marsh, swamp water, Oasis Poké Spot – Lowers the target's Speed by one stage.
Ultra Space – Lowers the target's Defense by one stage.
Misty Terrain – Lowers the target's Special Attack by one stage.
Mountain environment (Gen III only) – Confuses the target.
